France’s Moody’s review: what was public on Friday, and what was not a result
France’s 10-year yield closed at 5.0160%. Moody’s review was scheduled for after the US close. Those are two public facts. A new rating was not among them when Europe shut.
Filed Saturday 24 October 2026. The subject is a scheduled sovereign review and the market record that already existed before any announcement. This briefing does not add a rating action that the cited wires had not published.
The timetable#
Reuters reported that Moody’s decision, in a regular review, was due after US markets closed, at 2000 GMT on Friday. Dow Jones reported that the firm had rated France Aa3 since December 2024 and had moved the outlook to negative in October 2025, citing political fragmentation. Dow Jones also reported the mechanical point that matters for a compliance file: the agency did not have to change anything if it still thought Aa3 was right.
By the European close, the market file and the rating file were still separate. Reuters had the French 10-year yield at 5.0160%, down 7.4 basis points on the day, after a week in which the yield crossed 5% for the first time since the summer of 2002. The weekly rise was the largest among major euro-area countries, and the premium over Germany was the highest since 2011, in that Reuters account. None of those sentences is a Moody’s press release.
What analysts had already put in writing#
Dow Jones reported that Andrzej Szczepaniak of Nomura expected a cut to A1 with a stable outlook, which would line Moody’s up with S&P and Fitch. The stated reasons were the primary deficit and the lack of a political path to a smaller deficit or higher medium-term growth. Brent Donnelly of Spectra Markets, also via Dow Jones, said a surprise would be either leaving Aa3 in place with a negative outlook, or cutting by two notches.
Those notes are useful because they define the range of outcomes that was already public. They are not a substitute for the document Moody’s actually issues. A file that records “Nomura expects A1” and a file that records “Moody’s assigned A1” are different records. Only the first was available here.
Dow Jones also reported a deficit getting near 5.4% of GDP, above the EU’s 3% reference, and said France had not run a balanced budget since 1974. Those are the fiscal facts sitting under the rating conversation. They do not convert into a one-notch rule.
The surrounding public order, narrowly#
Reuters said France was preparing for another high-risk day of demonstrations on Saturday, a week after violence and looting on the edge of protests over school conditions and the cost of living. An earlier Friday Reuters file said Interior Minister Laurent Nuñez had put the deployment at 70,000 police, with specialist units. That is the public staffing figure. This briefing stops there.
The market consequence Reuters did describe was already in prices: equities in Paris finished down, and the bond yield finished above 5% even after Friday’s 7.4 basis point pullback. The CAC 40 closed down 0.36% at 7,782.82, and down 2.19% on the week.
A review file for Monday starts with three lines and a blank fourth: prior rating Aa3, outlook negative, cash 10-year 5.0160% at Friday’s close, new rating not in the Friday close file. Filling the fourth line from an analyst preview would be the error.

Frequently asked questions
Was France downgraded on Friday?
This briefing does not say so. The sources available at filing describe a review scheduled for Friday evening and the market move that came before it. A later announcement has to be read on its own.
What is the difference between Aa3 and a 5.016% yield?
Aa3 is Moody’s symbol for the rating it had assigned. 5.016% is the cash-market yield Reuters reported at the close. One is an analyst opinion. The other is a traded price. They can move apart.
Why mention the protests at all?
Because Reuters reported that Saturday’s demonstrations were part of the backdrop investors were watching, a week after unrest linked to school conditions and the cost of living. The briefing records that context. It does not describe how any demonstration was organised.
